oppose the development and funding of new nuclear weapons? Yes
Yes, I oppose development
and funding of new nuclear weapons. As a United States Senator I voted
to reduce funding for nuclear testing.

2. Do you support programs designed to reduce and secure the
world’s existing nuclear stockpiles? Yes
If we do not support such programs both as a policy and through funding
for preventative measures, we cannot begin to reduce the threat that
nuclear stockpiles pose.

3. Do you support the resumption of explosive nuclear weapons testing?
No
I do not support the resumption of such testing and as a US Senator
I voted to strike funding for nuclear tests.

I do not support the development of ABM systems and as a US Senator
I opposed measures to create an ABM system.

5. Would you work to prohibit US arms sales and military training
to governments that the State Department deems human rights abusers?
Yes
I would support programs in the State Department that promote human
rights in countries we have relations with and would prohibit US arms
sales and military training to governments deemed abusers by the State
Department.

6. Do you support government restrictions on civil liberties
(such as those imposed by the USA Patriot Act) in the name of national
security? No
I absolutely oppose governmental policies that restrict civil liberties
and attack American values under the guise of ‘national security.’
I opposed the enactment of the Patriot Act and as President, I would
work to see that the Patriot Act is not renewed. As President, I will
also put an end to proposals made by the present Administration to enact
the Patriot Act II.

7. Do you intend to uphold the rights of those who dissent,
such as the right of Americans to hold peaceful protests without being
monitored, harassed, or jailed?
Yes
The policies advocated by our present government, and by any other administration,
are something that every American has a right to question and that we
have every right to oppose if we disagree. I am running for President
because I do not want my generation to be the first one to leave its
children with less liberty; with less economic security; with less opportunity.

8. Do you support the policy of preemptive war? No
No, I do not support the Bush Administration’s policy of preemptive
war. The Bush Administration’s preemptive war doctrine undermines
American strength and credibility overseas and weakens our ability to
solve international issues through multilateral agreements and with
international institutions. As President, I would reject the Bush Doctrine
of preemptive war as an American foreign policy.

9. Do you support US participation in the International Criminal
Court? Yes
I do support U.S. participation in the International Criminal Court,
as long as such court does not infringe upon Americans Constitutional
rights. As a US Senator, I voted for he establishment of an International
Court.

10. Would you use negotiation, diplomacy and international institutions
as the primary tools to resolve friction with other counties (such as
N. Korea, Syria, Iran and others), rather than military intervention?
Yes
As President, I would protect American national security by utilizing
our strong diplomatic corps to work through conflicts with many countries
we find ourselves at odds with. My experience as a US Ambassador has
prepared me for the unique tasks of negotiating and acting through means
of diplomacy in our relations with other countries.

11. Do you favor reductions in the Pentagon budget in order
to fund investments in human needs? Yes
Maintaining a strong national defense would be a priority for my presidential
administration. As a US Senator, I worked to scale back spending on
specific weapons system and low priority defense expenditures in order
to transfer the savings to education, infrastructure programs as well
as anti-terror programs.
