Iraq Study Group Report: Unrealistic Plan Would Prolong War, Not End It

Plan calls for "Occupation Lite"

Now that the details of the Iraq Study Group report have been published and President Bush has addressed it, it’s clear that the report’s recommendations amount to a completely unrealistic plan which would actually prolong U.S. presence in Iraq - and that President Bush has little more than passing interest in it anyway.

The report suggests the possibility of removing most U.S. combat troops by 2008 - conditions permitting - without understanding or acknowledging that the presence of U.S. troops is a prime cause of the insurgency and violence. “Combat troops out by 2008 sounds great,” Martin added, “but if they are only to be replaced by large numbers of U.S. special forces, rapid reaction teams, military trainers, advisors and intelligence operatives, as the plan suggests, nothing will have been gained.”

“Even with its few good suggestions regarding international diplomacy and national reconciliation, this is not a plan to end the war, but rather one to turn it into a more manageable long term occupation – occupation lite, if you will.”

How far removed from reality is the Iraq Study Group report? Over the past year, the situation in Iraq has evolved from a foreign policy debacle into a human and geo-political catastrophe, and conditions seem to grow worse by the day.

According to the UN, October has been the most deadly month for Iraqis since the war began in March 2003 with over 3,700 estimated deaths. A Johns-Hopkins study also determined on September 29th that approximately 600,000 Iraqis had died in the war to date.
• We are solemnly approaching the 3,000th military death in Iraq since March 2003, and we have now been at war in Iraq longer than we were involved in World War II.
• Nonetheless, the Bush administration and Pentagon officials are considering sending 20,000 U.S. troops to Iraq early next year in addition to the 144,000 troops already stationed there.
• An Iraqi government spokesman has estimated that Iraq will need $100 billion over the next five years to rebuild its "shattered infrastructure".

The war in Iraq is the issue that swept the Republicans out of power in the Congress on Election Day - but it will clearly take continued pressure from the peace movement to force Congress and the President to listen to the voters' mandate for peace and end the war in Iraq. Even with the dramatic “mandate for peace” delivered by the American people in the midterm elections, a mandate which the peace movement’s committed work helped produce, it is far from clear that Mr. Bush has learned this lesson from the election, or is willing to accept it. Most recently, the Iraq Study Group has joined numerous experts in recommending that the United States create an alliance with Iran to help reconstruct war-torn Iraq.
However, as we saw several weeks ago when Israel and Iran exchanged military threats, President Bush declined to condemn the threats while continuing to issue an absurd precondition for any talks with Iran.

Given his rhetoric, his continued defense of the preemptive war doctrine, and the backdrop of U.S. warships cruising to the Persian Gulf and provoking a recent exchange of military “exercises” between the two nations, this President clearly still favors belligerence and destruction over diplomacy. Reports that the Bush Administration’s 2006 National Security Strategy mentions Iran as the number one threat to America’s security 16 times can only heighten our concerns.

We refuse to go along with anoter calamitous war. And we need to stop this one before it starts. Help us deliver a strong message to the new Congress and the administration; sign the "No War in Iran!" petition, and pass it on to your friends and colleagues.
